Does it have something to do with the DOT, or safety, or is there no market for them?

Probably due to a higher casualty rate, and due to the rollover nature of raised heavy vehicles, no manufacturer would ever produce one.

The other guy is right SUV's have a high roll over rate. I have always had a SUV and I would not have one that is a convertable

No market. The high center of gravity is not valid because the canvas top would weigh less and the extra support needed in the frame would actually lower the center of gravity.
