For example, I want to let my son play outside and told him not to leave my property, say about a 100 yard radius. Does a product exist where I could clip on a transmitter to his belt and it would trigger a base unit to beep if he went outside the 100 yard radius?

Yes, they have these. I don't know what the cost would be. They use them all the time for people under house arrest (ankle bracelets etc).
