There is nothing special about the head or neck in terms of infection; infections can happen anywhere. The most common part of the body to have infection that requires surgical drainage would be the leg. Most infection does not require surgery, and many infections resolve without even using antibiotic medicines.

If by "infection" you mean acne, that happens on the face, neck and upper body because of the prevelence of oil glands in the skin over those regions. Acne pimples are blocked sebaceous glands which secrete an oily material. When blocked, the pore will start to support more aggressive bacterial growth and the body responds by becoming locally red and swollen. The result is a pimple.
