Here's a program that will help create a blog site. He can add it to his space and call the html something like blog:

If you go to the advanced tab, it will allow you to upload it to your son's website.

Technically he can't. Unless he is setting up a small network and is going to use his computer as the host. Then he would need to purchase Windows Server 2003 R2, apply for an isp and then start selling accounts.
People can create their sites and send him links and he can host the site on his site, but it will still be "his" page. People cannot access their information from his site to change it.
The internet is flexible but not that flexible. Good Luck!
