less than 70C and up is too hot. Anything below that should be fine. 60C - 69C is risky though. Try and stay below 60

Good question. Your PC should not be turned on at all unless you have a fan installed in the tower to keep it cool. Avergae PC's don't like to be warmer than 70 degrees. For the best program you'd have to make the opinion for yourself. Try searching about.com for more program information. Good Luck

for the CPU below 60c load for the GPU when you consider that its an ATI with 512 i assume its a x1900/1800/1950series or hd 2900 xt or the 512 is ineffective if its a decrease variety so about 90c load when you consider that more recent playing cards tend to be exceptionally warm pretty ATI's.
