Maybe it's just you. I never got goosebumps while using the bathroom.

Maybe it has something to do with the nervous system. Our nerves are at the core of the anus and just below the skin surface. So maybe when the cocka it pressing on the anus, it sends a signal to all the other nerves in our body and produces "goose bumps".
