Train tracks have different levels of required maintenance depending on speed, traffic volume, commodities transported, etc.

This doesn't mean tracks in disrepair are not serviceable, it just means that if they fall below certain standards speeds are greatly reduced, or certain equipment is prohibited from operating over it.

Class 1 railroads do keep their main lines in good shape, but often times secondary, or "branch lines", have recycled rail or other components, or the condition of the roadbed doesn't conform to the higher standards set by the FRA and AAR. This usually results in trains with less tonnage and always operating at lower track speeds, as they are in compliance with the lower standards also set by the FRA.

Do trains run on the tracks? Where trains are used, the tracks are well maintained. You probably have some 'historical' tracks that aren't being used anymore.
