One idea you could use is to have someone dressed as a ghoul or witch (etc), sitting in an area where the kids have to pass, before going to another room, or maybe as the "last stop" (whatever...). Put some common food items in a bowl, but keep the place dark, and the bowl too high for them to see into, and ask them to reach in, and eat one of them -- like, say, peeled grapes=eyeballs; cooked and washed cold macaroni=innards; jello, or something like it=brains etc. Really creepy, but no harm done.
Having someone jump out of a dark corner unexpectedly, as someone turns a corner, is always a winner. You can use a variety of props like fog machines, black lights, glow-in-the-dark bugs, sound effects, etc. Have them walk through a hallway or room that is pitch black; set up a air machine or fan, to make it feel as though "something" is walking by them; hang some long string w sticky stuff on the ends of it, so it'll feel like something is trying to touch them from above.
Have a "BOOO-tiful time!"

If the maze is dark enough, have a couple of people lying down behind the bushes who randomly grab peoples ankles as they walk by, and immediately let go of course !
Make some phony spiderwebs with the cheap spider web spray can stuff and make a phony spider from a banana skin on a string looped over an overhead tree branch or support. As the people walk under it, have someone gently drop the banana skin on their head then pull it back up again.
Finally, dress up as a scarecrow and sit in the middle of the maze perfectly still. If you can tolerate wearing a real pumpkin over your head, even better. Then when everybody least expects it, get up and scare somebody.

long sheets of thick Butcher paper crumpled and sprayed with spray paint can be used as the walls of a cave in dim light. have a swooping bat on a string triggered by a board they step on. an old broken table with a bubbling cauldron on it and such and a toy mouse that moves when they are looking at it. maybe a vampire or witch volunteers to jump out at them on hidden corners.with the littler ones have someone run ahead and let the helpers know to tone it down so its not so bad or switch the vampire to a silly pumpkin for the little ones....and make them laugh a little.A curtain with three holes in it so they cant see what they are touching - 1. a bowl of spaghetti and small tomato's or large grapes wet with veggie oil -tell them it's worms and eyeballs.2. slightly dried banana peels with out the stems feel like bat wings. 3.rice and a tad of veggie oil feels like maggots. tell them what you want them to think it is wipe hands before they get it all over them and this is obviously not for the real little ones.maybe have Igore help them and make sure they do not bring anything back out of the hole or it looses the hole thing... this was done at my elementary school for Halloween,many many year ago.

Strobe lights are always really cool and you can get black lights scary music. Screaming sounds, moaning and of course don't forget the witchy cackle. the dollar store always has a lot of halloween stuff, Get a coffin or make one out of cardboard and duck tape. I am sure people will ing to help would maybe have stuff you can borrow. Make alot of stuffed bodies laying around and have real people mixed in there. Set up weird scenes. Like a strange kitchen scene with a deadly mixer or electric knife gone crazy, Fabric is cheap you can buy some black and drape it and pin it for costumes. Check out Martha Stewart she has all kinds of Halloween do it your self ideas. You can probably make a lot of it yourself. Good Luck and I hope you really make alot of money.

What would be really scary is if the maze had no exit. I'm serious. Or you could just keep blocking off some exits and opening others. I'm not sure what psychological effect this would have on young kids, but I mean, if something is gonna be scary, then it has to be scary.

a funny ide is have a person wear a mask and stuff the person's shirt with straw so they look like they are a fake person, then when someone walks by they person will jump at them. It's scary because everyone thinks the person is a scarecrow.

Micheals the craft store has lots of Halloween stuff on sale as does Walmart.
If you take cotton balls and pull them apart slightly, they look like spider webs...

get people to act weirdly in the maze, so as people pass them they are scared and being 'lost' and confined will enhance the scariness.
