programs (as in software), well, if you don't have the installation cd, then you may be a bit out of luck
but if you mean files, then you have a few choices...
you could use windows's "files and settings transfer wizard" (start - all programs - accesories - system tools)
or you could burn your files from your old computer onto a cd/dvd and transfer them that way
or you could move your files from your old computer to a flash drive and then transfer them that way

There are a few ways to transfer programs from one computer to another.
1. If you have windows Xp in both computers you can use a local intranet by hooking up the 2 computers with a cable.
2. If you have 2 computers with different operating systems like win98 and winxp you can also use a cable but hook them up to a router.
3. If you cannot hook the 2 computers up to a local intranet then you have a couple of ways to transfer files and programs.
3a. You can take the hard drive out of the first computer and put it in the second computer as a slave drive.
3b. You can burn the programs onto a cd.
3c. You can turn off your email program and then send the programs in email. After you switch computers you can then retrieve the emails.
As you see there are different ways to save your programs. It is kinda hard to tell you how unless I knew what programs you want to transfer. If they are normal programs and you cannot transfer them you can always download them into the new computer but of course that won't save your settings.

Take the hard drive out of your old computer and place it in your new one that way you have twice the space and you get all of your programs. Open your old computer, unscrew and take out the hard drive removing the IDE and power cable from it. Then look at the old hard drive (which is about an inch thick, it's rectangle and solid) next to the IDE and power cable connections there is a very small jumper (usually black or white little rectangle, it allows a connection between the designated pins). Look at the hard drive and place the jumper in the slave pins. Then put the old hard drive in the slave connection on the IDE cable of your new computer. Place the power cable in the old hard drive. Finally stick the old hard drive in the rack and screw it on. Then in your My Computer you will have two hard drives which you can transfer files back and forth.

This question is way to complicated for an easy answer! About all that can be said is you have to reinstall the software on the new PC providing you have the discs. It is then a matter of copying any files you created that you want to save and pasting them in the proper places on the new PC. You can do this with a flash drive, you can also network the PCs together and copy and paste files from one to the other. You could also install the old hard drive into the new PC with the jumper set to slave and move files this way.

it is easiest/usually best to reinstall *programs*, however
the easiest way to move your stuff NOT programs, like music pictures desktop settings etc is with the Files & Settings Transfer Wizard in Start>Accessories>System Tools
use it to make your file then burn it to a DVD/CD or network the computers when you are done and then run it to retrieve your stuff

you really cant, unless you make a ghost image of you current computer now, but that requires you to buy a program to do it.
however you can transfer music files,pics, and files by burning them to a cd first or using a flash drive.

take the hard disk drive and pop it in
or use a 'ghost' program eg norton ghost
to copy all of ur stuff onto cd's then install on the other computer

use windows backup utility then burnm the backup file to dvd. then on the new pc load the backup. or you can take the old hdd and put in the new pc as the master and the new hdd as slave.

Part of XP's programme gas a "File Transfer Wizard" just click on your start button and look on Programmes and it is in there.
START>PROGRAMMES>ACCESSORIES>SYSTEM TOOLS.
