quadriplegics have feeling anywhere neck down, like when someone touches them, and also can they move their arms and legs at all?

It all depends on the type and level of the spinal cord damage. A quadriplegic (more recently labeled Tetraplegic) is classified as so when damage occurs in the neck (cervical spine). However, this does not mean the damage is 100%. The spinal cord may be only partially severed, and thus the person may still retain some sensory and motor function. If the injury is low enough (C5 to C7) the person will still have partial use of his arms - enough to independently transfer himself from bed to wheelchair to car, etc. Do not believe everything you see on TV. Someone classified as a tetraplegic may even be able to walk (it's true, I've seen it). However, the classic tetraplegic most people think of is someone with a complete high level spinal cord injury (ex: Christopher Reeve).

A quadriplegic is said to have no feeling from the neck down and can not move their arms or legs. However I have heard that depending on what caused the paralysis they may regain some feeling or movement, but in general no they have no feeling from the neck down. I am not a doc or a quadriplegic though so I am only answering based on things I have heard. I know a couple of people who were hurt and became quads. and they had no feeling or movement what so ever.

A quadriplegic generally has no feeling from the neck down and cannot move their extremities. Most get around using a motorized wheelchair that is activated by a control that's attached to the person's head.

from the neck down they have no feeling whats so ever

I used to care for a quad, and what they feel to preassure, not to the touch.

They obviously have a bowel movement or else they would die.
