First and for most you need to research what kind of proprieters permit you will need. Different products need different permits. After you get the permits, you need to apply for a Tax Identification Number from the IRS and your state. You are talking about a mininum 1K to get started with just the licences.
I would suggest contacting your local Chamber of Commerce. They often have kits and instructions and can help you. They helped me write a business plan for my business.

If you are going to try to get a small business loan you will need a business plan. Look on small business loans the government web site and they give examples. No one will lend money without a good plan and a few other things. Good Luck.

I would start at your local college that has an entrepreneur business degree to learn all of the basics. A friend of mine used her family's business to learn.
