No you cannot use the laptop to test the CPU, but you can connect the monitor to the laptop and see if it can turn it on. Unless you have more than one monitor plug on your computer (such is the case if you have a video card built into the motherboard and are using an add-in video card) then you cannot connect it wrong. The plug on the video card is a 15 pin dsub and while that may not mean much to you, it means that it is D shaped so it can only be plugged in one way and it has 15 pins or wires (up to 15, some have less)

best to have the monitor tested by a professional

If the pc was working on another monitor and the newer monitor fires up, I would suspect the connector has a bent or broken pin. It may also be that the pc is simply too old and isnt compatible with the monior or vice versa!

not really

you are better off hooking up the monitor to an existing pc/monitor setup and swapping out parts til you find the bad one, first monitor, then cable, then video card

also if the Dell is finishing POST the ABCD lights on the back should be all green, if they are not msg me

well if it's powered on and you get no signal from the cpu (provided it's hooked up correctly), then it may be yoru video card that needs to be replaced
