It went up to 39c in January 2006 and will go up again (probably to 42c) in May of 2007.

Sure, but then you're wasting 40 cents. Go buy however many 2 cent stamps you need to use up your 42 cent stamps. Put one 42 cent and one 2 cent stamp on each envelope. Two things you might want to know: 1. The cost of postage will go up each year in May. 2. You can buy special stamps that will count as full postage even after postal rates go up.
