Yes, it is.
Stalking interepts a persons everyday lives, invades their privacy and makes them VERY uncomfortable, not knowing if you are going to harass, murder or mug/rob them.
If you are stalking someone, please stop as you can be charged.
If you, or a friend is being stalked by an unknown or known individual, notify your local police station.

Being near to someone on a regular basis isn't against the law.

However, anyone can file for a restraining order against someone. All anyone has to do is claim that the person is stalking them, which makes it illegal for the person the restraining order is filed on to come within a certain distance, and makes it illegal for them to contact that person.

Not only is it illegal, but it is a huge signal of mental instability.

No one is so wonderful that you need to stalk them. All it does is prove that you are crazy, and you are way too clingy.

Just move on. There are more fish in the sea; and usually, they are much better than the one that "got away". . .

yes,unless they are duly appointed law enforcement or licensed private investigators.you can have them arrested for tresspassing for now and stalking at hearing date,call the police,take pictures and keep a log

You bet it is! If someone is doing this to you, call the police ASAP!!! This person needs to be reported and taken into custody.
