I have a speaking problem as well, like I can repeat a letter in a word or a word multiple times, without wanting, it's annoying, sometimes I get blocked. When it happens, take a deep breath, and speak SLOOOWWLY
And try singing, it help yes.
But the main thing, speak SLOOOWWWLLYYYY, it's very important to overcome this problem

I'm not sure if you are saying you have a problem more than you can control. Bit If you can control it, I think you need to slow down, maybe you get really worked up while trying to speak. Is it easy to talk to your close friends and loved ones. Speaking in public takes practice and without practice and facing your fears it won't get better.

I can put you in touch with a little gal who was never expected to be able to speak at all. Yet she does call me on the phone and we can talk for close to an hour at a time.. She would have some good insights for you.

I heard singing is easier to overcome these kind of problems... and practice. Lots of it.
Sing a lot, and dont be shy, and speak all the time you can, even by yourself (even better so you can be free and dont pay attention to other people).
It has something to do with nerves, and breathing, but try...
Good luck, pal.

You have to consult a speech therapist. However, at your home and in privacy, you may like to read aloud from a newspaper or a book while standing in front of a mirror. This will help you immensely. Best luck.
