Yes, but depending on the guy. I feel like depending on their skill level and their desire to be in the public eye, they can be celebrities or not. For instance, Kobe Bryant or Derek Jeter are obviously celebrities. But there are hundreds of athletes who are not household names.

Yes I do. Some athletes are celebrities on a small scale, famous in their local community, and some attain international celebrity status.
