Definitely Palmer.
Carolina lets up over 200yds / game in the air per week.
Carolina can't pass, and Deshaun Foster has been thrashing run defenses that are better than Cincy's This willl control the clock for the Panthers keeping Palmer in the air to Housch and Johnson for most of the game.
Also Rudi Johnson hasn't broken 65 yards over the past three games, and has only found paydirt once. Another reason while Palmer will be in the air all day.
Only negative is that i think he'll probably toss a pick or two, as Carolina's DBs have 6 picks already this year. Ken Lucas and Chris Gamble are young, but underrated.

I would go with Delhomme
A) Steve Smith, Keyshawn Johnson, and Drew Carter who as a 3rd WR is gonna make plays against that Cinci D
B) Jake has more fantasy points than Carson in just about every league
