i think my boyfriend is cheating on me because i will call him and every time i call him he will say ima call u back and dont call me back until 11pm. and then he will be like im sleppy im going to sleep and we be on tha phone 4 like 10 min.he be lying all tha time to me. he cant keep prominses. he will say ima call u back n neva call back. i was just wondering is he cheating or do it sound like he dont wont be with me?

It really could go either or both ways. If while you're with him in person and he seems even less interested, the writing is on the wall for his desire to be with you. (which is little or none) Although promise-breaking phone calls and time wasted do not provide much evidence to cheating, it does not entirely negate the possibility.

It's really hard to determine if he's sleepy, or doesn't want to be bothered, but my guess is that it's time for you to find someone new, someone that wants to be with you, and will appreciate you! Get a life, and move on!
