My brother has summoned a creature this turn and now wants to use "Ultimate Offering" to tribute summon a second creature. Is this legal?

Yes. Ultimate Offering allows you an addition Normal Summon and Tribute Summoning is still a Normal Summon.

Note: The old SDY and SDK Ultimate Offering make it seem like your opponent can use the effect. Your opponent could never use the effect and the card was just worded badly. The correct text is "By paying 500 Life Points, Normal Summon or Set 1 extra monster. You can only activate this effect during your Main Phase or your opponent's Battle Phase."

Yeah, this is legal as long as he has enough life points to use it. Do not listen to c.c. Your opponent is unable to use your ultimate offering at the cost of your life points, Anyway ultimate offering is actually a pretty bad of a card. Both player could use the effect, its continuoes and takes pretty long to set up and it wastes a space on your magic and trap card field and mainly the effect works for both players. Good luck.

It is legal as long as he pays 500 Life Points for each additional Normal Summon.

I'm afraid not, the effect is not for tribute summoning, but he can still keep on sumoning level 4 monsters allthough im not quite sure, why dont u go to www.netrep.net and chek it out, all I can tell ya is that ultimate offering is not a rally good card cuz I think that ur opponent is also allowed to extra summon and u loos life points

yes, u can use it to pay 500 lp twice to get a normal summon a 1-4* monster, then pay 500 lp again to summon a 5-12* monster.

its not good to do tho, coz ur opponent can use that advantage as well.
