Almost all computers come with preinstalled software. However, you can always format your hard drive to install whatever system you want to reside there.

Well eBay seems an obvious place to look. There will be thousands of different computers there with or without a pre-installed OS.

really good prices
just buy every part seperatly and put it together urself. Put in a brand new harddrive and it will be blank.
if your good with computers this should be easy. If not, its a reallllllly good learning experience
