Because if you don't sleep when you're tired, the body assumes you need to be awake and it keeps you awake with a shot of adrenaline.

I recently went through a whole battery of sleep tests, so I know what you're going through.
You are not sleeping because your body hasn't had a chance to decompress. You need to try and relax about an hour before bedtime, and you need to be not overtired, as you mentioned. If your lifestyle doesn't allow you to do this, I would recommend making some changes. Nothing is worth your health being awful, because it will just create more and more problems.

No, but exercise may influence sleep positively. We are a human biological mechanism, which is intended to be used. How much exercise? We are too sedentary. In the past people had to physically work very hard to survive. Food was short and we needed to burn extra calories to enjoy a normal lifestyle. If you are sweating profusely for 30 minutes a day it is good, but in the past people sweat all day long from morning to dusk. How is exercise related to sleep? People worked so much they were physically exhausted at the end of the day, and they slept well after sundown. The body is a dynamic mechanism. If you are treating it badly it will talk back. Gluttony and laziness are not conducive to a healthy body. Change your diet, and get out and exercise. Begin with slow changes in your habits and gradually become a holistic person. It is easier than you might think. Bye and good luck, I'm going for a bike ride.

You dont say how old you are and what your circumstance is. But lets say : you have had a baby, listening out all the time, or an elderly parent, listening out all the time, these things make you a light sleeper subconciously. Your adrenaline flow is working overtime and makes relaxing difficult. I usually try to relax , having abath or watching a bit of TV BEFORE I actually go to bed. Inveriably I do also fall asleep in my chair sometimes !!!!

Because at that time your body is under stress and thus produces lots of stress hormones in response. Some of these stress hormones can also act as neurotransmitters - they keep you alert to deal with stress. Alert = no sleep. Your body will have to wind down slowly before you can sleep.

You can't sleep well when you are too tired. Try a little bit of exercise before you go to bed, trust me on this - you will sleep much better.

Because you are stressed, and maybe have too much adrenalin in your system to go to sleep, even though you feel tired
