Usually when the cramps are 3 to 5 minutes apart. I had cramps for almost a month before I had my son. They went from one or two a day to 10 a day and so on till they got really close together. All pregnancy's are different though. If she's at 3 cm then I don't believe active labor has started yet. IF I remember correctly active labor is from 4 cm on and the pains are 3 to 5 minutes apart lasting between 30 and 60 seconds.

Odd how you & her know what she's dilated too. Sounds like she's already seen a doctor! Common rule of thumb: more than 4 contractions within an hour, or whenever you're unsure if it's labor or not - call the OB or the hospital. They would rather see a pregnant mother 10 times with fake labor, than a mother who waited too long and gave birth in the ambulance.

Depends on what type of birth she wants. If she's getting drugs and is open to the possibility of a c-section then when her contractions are 5 minutes apart. If she wants a natural birth and/or wants to avoid a c-section then she should wait until they are more like 3.5 minutes apart.
ETA: You can't get an infection just because you are dilated. If her water breaks then there could be the possibility of infection. Lots of women start to dilate weeks, even months, before they give birth.

Wait until they are 3 to 5 minutes apart for at least an hour. Otherwise, with no bleeding, or water breaking, she's probably just having Braxton Hicks contractions. Being 3 cm dilated, she's probably close! Good luck!

Have her call her doctor and see what she thinks would be best. It never hurts to be save. At the end of my pregnacy I called the doctor at least three times because there was something irregular happening. Your body goes through changes when your pregnant so it never hurts to ask. If her water has already broke than she needs to get there right now. But just to be safe she sould go to the hospital because it sounds like she may be having contractions and possibly be in labor.

When the contractions are 5-7 mins apart and are regular, not spontaneous. If she is only having a few per day they are probably Braxton Hicks Contractions. However, if she is having terrible pain to the point that she cannot stand upright or speak while they occur, she should go now!

As soon as her water breaks. Call the maternity ward at the hospital she is suppose to go to, tell them the frequency of the contractions and such, they may have her come in, even if her water hasn't broken. My labor was only 3hours and 20 min total, which in itself can be dangerous, so not all labor/delivery is the same for every woman. Good luck

How do you know she is 3 cm? has she seen the Dr, maybe it is a good idea just to see what is going on, it could just be braxton hicks, but to be safe just get it checked out and make sure the baby is ok

Call her ob or on-call ob first. Let them know what is going on and they will probably have her come in to do an NST check her cervix. Is her cramps consistent like every 5 or 10 minutes?
