MOTO RAZR is a quadra-band phone and i am sure it can be used in all countries. Is your RAZR a GSM or a CDMA. ? If its a GSM, you could go to japan and get a new SIM card.
If its a CDMA, it would be locked and might not even have a slot for adding a SIM card.

If technology on your razor is GSM and it carries the frequency used in Japan , then it will use , Please check the HZ used in Japan and in your Motorola Razr under Technology.

yes..but they woulded be used in a connection.(verison/tmoble)
so the real answer is NO if u want to call someone.

not really.its pretty far away and the connection would be lost easily.
