if you are meaning tongue no there is not

It's interesting that that everyone has assumed (I suspect correctly) that you meant tongue when you wrote toughe - the two words are only superficially similar.

Anyway - the answer to your question (assuming you did mean tongue) is no. The tongue is a highly muscular tissue and needs to bed very flexible for eating and speaking. No mammal has a bone in its tongue, and I'd strongly suspect that no living or extinct creature ever has had.
