It's normal. The fluid is clear and is called precum. It is a natural lubricant for the penis and prepares the urethra in your penis for semen by making it less acidic. It is also called pre-ejaculatory fluid or Cowper's fluid. See:

when a male becomes aroused, prior to completing masturbation or intercourse, a clear liquid, called pre-come (***) is often secreted, evidence that the male is preparing and just about ready to ejaculate. with a little more manual (self or partnered) stimulation, oral sex, or vaginal sex, the penis will involuntarily shoot out semen.
this is a normal occurrence in males. it happens often and is nothing to be worried about. it's a sure sign that PLEASURE is just around the corner.

That fluid is called pre-*** or pre-ejaculation. It should be a clear fluid. It occurs in all men. Especially during an erection.

this is called pre-c u m & is totally normal. Happens to the majority of guys. It's the body's natural lube...getting the guy ready for sex.

no, it sounds like its precum, that is, if its a clear, sticky fluid. if its white, thick and sticky thats the actual ejaculate. i dont think you've got anything to worry about, sounds normal to me! hope this helps! :D

as long as its out the tip and is clear its fine, if not or it causes pain or discomfor at all then get it checked out.
if your a younger teenager, dont wory about it, your just growing up.

It's called Orgasim. But you can ejaculate without Orgasim. Just have the doctor pull your cord. You will love it.
