You could use Paint if you want to. You can download Paint.NET (http://www.getpaint.net) to do a collage.

You can copy and paste images in to your picture and move them around.

if you want good quality and a real program for it, you'll have to purchase adobe photoshop. I also bought the book "photoshop for dummies" which really helped me understand how to work the program. there are also plenty of free tutorials on the internet

Paint, Photoshop,Corel Draw are probably the most common choices to do this. However, if you don't like these/don't want to purchase photoshop, etc.; perhaps you can try something on this site: http://www.photo-freeware.net/

Paint shop pro is also a good photo program. . . not quite as fancy, but a whole lot cheaper.
