If you wanna create from scratch, then you need to have basic knowledge of HTML, Javascript & CSS (Cascading Style Sheets).
The easy way will be creating the web page using wizards (predefined HTML templates). You can check out Microsoft Publisher or use search engine for other software available.
Main disadvantage is that you can't change whatever is being customized on the templates

It is easy to make your own independant web page. Look it up on google search the HTML language. It is quick to learn. Then you need to purchase a domain name to be able to hoist your new site up onto the net. It costs money to run an independant site on the net, that is why there are so many ads, so few people have the money to put them up without financial help. Any site using HTML can be made using notepad the program in your accessories bar, isn't that cool!

Geocities are pretty good - their Pagebuilder software is easy to use as well.
If you get a free site you have to put up with ads, but its worth it. The paid hosting is cheap and you still get to use Pagebuilder.
