I have been playing Magic since 1994. If you buy packs you will spend a lot of money and there is no guarantee that you will get the cards you need to build a good playing deck.

The best thing you can do is go to any search engine (Yahoo), and type in things like (MTG Time Spiral Budget deck) stuff like that or variations of those words.

You will be directed to many sight ]s that give you decklists and reccommendations to build your deck. Copy down the card lists and then go to ebay and buy only the cards you need for your deck. You will save a lot of money.

Good luck

Don't buy any cards right now. Go to http://www.wizards.com/magic/playmagic/default.asp?dcmp=ILC-MTGCOMNEW and download the playable demo.
After playing a few games read the rulebook http://www.wizards.com/magic/rules/MTG9EDRulebook_EN.pdf

Once you're confident in your abilities I suggest you find a card or comic shop with alot of Magic players. They can guide you in choosing a preconstructed deck and maybe give you a few cards too. Look in the phone book under Hobbies, Collectibles, Comics, and Games. Shops are usually under those headings.
