Basically an unofficial policy set forth to maintain activity within certain standards - 'a window' - in order to maximize earnings. In this case the window was the types of industries to which to lend. This is a strong suggestion rather than an official enforceable policy but it is generally understood that everyone will comply or their will be consequences. Also it is generally used in reference to a 'suggestion' from the government or other bureaucratic level.

In the case above, it says that the People's Bank of China strongly suggested that all commercial banks lend only to approved industries.
