Dry your hands on cloth towels. They are re-usable, last a long time, and you can wash them. Cloth napkins and handkerchiefs might be useful for you too!

I buy toilet paper in bulk. I get 45 rolls for around $14 and it lasts a while. (I have 7 kids, so a while is 2 months)
Paper towels are not cheap at all..... I buy them in bulk also, but they still end up being about a $1 a roll.

Get tissues for your nose. They are too flimsy for anything else.

Just try to shop sales and use coupons!

I use tissues for nose-- health reasons. One in the toilet will cost a plumber-- good thing to remember.
I use cloth napkins because they last for years-- and you can get them at garage sales-- surely you wash at least one load of sheets/towels a week.
I use paper towels only for things that they are best for-- picking up a broken fresh egg-- grease. I cringe when I see folks using paper towels like...... paper. I guess I'm left over from the "save the trees!" bunch.
I buy toilet tissue actually at Sam's but it isn't the expensive batch-- $15.88 for 36 double rolls= to 83 single rolls.. Over the years I save on napkins(cloth) and kitchen towels (cloth) and then use the savings on toilet paper and tissue.
There is a rhythm to paper goods sales-- if you keep your eyes open-- there will be one and you can take note-- next time you'll be ready and you literally can buy what you need to last from sale to sale--- yes, really.
AND I use rags for cleaning-- a friend buys t-shirts at thrift stores on sale-- and cuts them up for cleaning-- then trashes them-- I wash mine....
good luck
