I see you have received the usual social science answers.I must assume that you know nothing of the about 4% of the population that is psychopathic and a further statistical significant group have Machiavellian traits. I must assume that you do not under stand the definition of power; that is the ability to make others suffer. Why to you think humans strive to be a people of law and not of men? Why else seek justice? there are predators and parasites among us, not to mention the usual disagreements among people. Romanticists are wrong and have been repeatedly shown as the fools they are. Look and see how many communal societies are extant. Those that do not explode or implode from external forces or internal conflict are countable on one hand. We live in the real world and know that true change for the better is always incremental.

Majority of the people's mentality are confused.
Confusion arise due to ignorance about the true ways of living.
A confused mind is always divisive, he thinks that he is separate and distinct from other human beings.
He has the stupid thinking that he must protect his psychological self ( his principles, his name, title or status, all his psychological acquisitions) because without it he is nothing.
By protecting his psychological self he has to treat others as enemy or friend.
If the relationship is advantageous for the self then he is friendly if not then he is an enemy.
This is the source of all divisions and that you can see around the world.
The spectacular manifestation is the war that is always going on.

I think it's remarkable the way some of the other answers do such a great job of shifting the blame to everyone or everything else instead of taking the accountablity for themselves. But as it is said, "to ere is human; to blame someone else, even more human."
The problem with this world is that everyone is selfish, yes, even I myself. We are born looking out only for our own interest, feed me, hold me, change me, etc. And that won't change on its own as we grow up. If you notice, we don't have to teach our children to be selfish and look out for themselves, they do that on thier own, in varying degrees. We have to teach children to share and play nice and not to cheat.
"why not just love and be loved" it would be nice if it were that simple, but humans, in and of themselves, can not change.

I often wonder this myself...I think it is because being negative in a negative world is easier... when people put down others it gives them a short respite of feeling somehow superior...they feel better in the short term but not in the long term...thus creating the cycle of meanness all over again...seeking that short relief by scape-goating someone else again....a vicious cycle...
It is easy but also hard to be a beacon of light in the darkness of today...

It is threw love that people hate. What is love, but a human emotion, a emotion of loving humanity and from that love taking action to help humanity. Yet when you look at hate it is the same as love, except that in loving humanity ( a small section of humanity) you are then going about trying to love your group by hurting other groups which you belive that are hurting your group.
The KKK, love through hate. Ghandi Love.
Love and hate are the same thing, in that they are overwhelming emotions that drive us to commit action, though the two action are quite different.

People that spread hate and are shallow are to be pitied. They are often very wounded and are trying to get rid of their anger or are protecting themselves... albeit incorrectly.
Be a light unto others! You can't control them, but you can control your reaction to them, and your own moods. Be positive and maybe you can help them by example.

I honestly don't know. I've also wondered this. I mean I know why people do it, but I don't know why they choose to do it... if that makes sense. These people are not content with who they are, what they have, or/and what they look like. It might be some type of jealousy... or even empty self-inflicted happiness. It's all due to selfishness.
