Get a spyware/adware scanner like Adaware, Windows Defender, or Spybot Search and Destroy. (Avoid the rogue ones like Spysheriff, BraveSentry, etc. though.)
Sometimes a broken service or process can take up most of the CPU cycles. Check your task list for a program that has 99% CPU usage.

do you have more than one user log-on? If there are other users still logged on or have programs running it uses up memory. You deleted unused files, but what about programs? the pc still boots up with all those too. I noticed a big diff when i took some of those off, and put pics on an external drive. Also, i used a utility called Dr. Salmons Power Tools for Windows that helped a lot too.

If the Spware scans do not work, use msconfig to remove any items that you dont use for startup. If that still does not help then I suggest you upgrade your ram (provides more availible memory so you can run it faster.)
For the spyware items.
www.download.com -search for
-Ad-Aware
-Spybot
Run Scans on both then restart run another scan, restart and see howfast your system is. IF YOU HAVE NORTON UNINSTALL, mcafee also can slow down you computer (over 12 items in startup)
www.microsoft.com -search for Windows Defender
If you need an virus scanner, get Avast (www.avast.com) Free and Good!

i think you'r pc is infected by a virus or some thing. some times you delete the infected files but viruses has effected on basic files of your system .

Check to see how much free space you have on your hard drive. It might be time to clear up some of the clutter.
