There are hundreds of job sites out there - check out http://www.intelfinder.com/CandidateResources.htm for a list of free sites.
If he is really having a hard time, maybe he need to do some work on his resume.

monster.com, yahoo has a jobs site too. Go to an employment center or look in the paper. I hear looking on these resume search engines is one of the last places employeers look at.

Your Sate Goverment web portal is also good. If location doesnt matter, post on any state site you wish to find a job in. The Goverment still works for us, some of the time.
I think there is also a National Data Base, work america or something.
