Depending on your personal ambition. Easy and stable job go with public sector. Challenge and advancement go with private sector.
Civil services can be good for the start, but it upward career and financial advancement are limited. Also if you stay in govenment job for too long, it would be more difficult to get back to private sector.
If you are in a position to have to make a choice, I would suggest private sector. You can change from private to public sector easier than the other way around.

People have different values and conditions they hold in which they use to decided what industry is 'best' for them. The federal government can be very rewarding, there's less pressure, plenty of benefits, and most importantly the best job security anywhere. The state government is very similar, but it can be argued that though security is excellent, it's not as excellent to the extent federal is. The private sector is pressure filled, fast-paced and it's easier to get fired. The the government, state or federal...there are exhaustive procedures one must go through before one can be released. You can work somewhat satisfactory and never be in threat of losing you job (though many self motivated government employees are that, self motivated and very successful) but in the private sector, satisfactory is unacceptable.
The government is a great first job for young people. The salaries are excellent, most agencies offer tuition and/or loan repayment as well. Most of the government employees are eligible to retire soon. Not all will, but some will and this leaves room for young people to move up and fast through the government. In the private sector, you will see less employees employed for over 5 years. In any state, and especially federal agency, its very usual to hear of employees who have been employed for 20-60 years.

Typically, federal and state government jobs have better benefits, but the competition to secure these jobs can be fierce.
