Sounds to me like you've got a good layer of waxy deposit on that floor. I say this because vinegar will not leave a residue - I know what you mean when you talk about those pesky footprints. It should feel squeaky clean but it feels slimy, almost?
Either the vinegar is dissolving old waxy cleaning fluids and smearing that way... or you aren't rinsing the mop often enough.
Hands and knees, scrub brush and the warmest water you can tolerate. Dry by hand immediately. If your grout is sealed, you might want to use some Soilax or some TSP and get whatever that residue is up once and for all!
Personally, I use a steam cleaner on my tile floor.

a quarter pure white vinegar,3quarters hot water,put it on your mop squeeze it amd mop away.Works like a charm.The smell isn't fabulous but it goes away before it dries.Be sure to keep rinsing and re-applying,do it really great the first time,then youo will only have light mopping for the rest of the week. I have hard wood and ceramic tiles and 6 kids,and my floors always sparkle.

I have the answer --- mop your floors with very hot water and use towels to dry them. We have found this to be the best way. Floors look great. My husband mops and I follow behind with a towel on the floor and dry, dry, dry. Try it!

Washing powder - quarter cup and a squirt of bleach in a
20 litre bucket of hot water, high humidity will often cause the footprint effect. Give it a try, I have whitish ceramic tiles and have no problem

I use windex on my tile floors and it doesn't leave streaks or film.
Ammonia is also a very good choice because it cleans the grout also. Good luck.

A bit of ordinary liquid dish soap just a few drops in a bucket of hot water will do the trick.
