You would want to charge a cell phone until it indicates that the battery is fully charged. Usually takes about 2 hours but it can vary from phone to phone, also the battery type. You will also want to charge when the battery is near dead and then fully charge it at first as that makes the charge hold and that the battery itself has a longer life.

Only charge the battery when it is very low. This way you get more life out of the battery in the long run. I have done this for years and have had great battery life. My son charges his each night and after a while it now needs to be charged each night.

You should not charge too often. Battery life depends on number of charges. And don't let the battery lose power either, it also ruins battery life.

There's no certian amount of time to charge it.
But personally, I charge mine every night when I go to bed.
