It is called a "reverse directory". Phone #'s are listed in numerical order with the associated name and address. Most libraries have them and several are available on line where all you do is enter the phone number and like magic all the pertinent information is displayed.

Can't do it if it's a cell #. But if it's a house phone, call 411. Or you can call the number and make up some story.
