You can only do that if they are male cockatiels. Female one's do not talk. Good luck tho.

Patience and persistence, and my female Cockatiel could talk and whistle, I know it was a girl 'cause she laid an egg.

Repeated it several times a day, encouraging it to do it. When it seems to be starting to get it, reward it with its favorite treats or extra attention.

Repeat it over and over and over again. Once he learns one thing, he'll rapidly learn new things, to the point where you will have to be careful what you say around him.
