my cousin is sending me that costume from london so i can wear it on halloween but i don't even know who they are

Organization XIII are the bad guys in the video game "Kingdom Hearts II".
Your cousin's probably sending you a black cloak and hood, 'cause that's what they're wearing.

You don't know who they are? Well the organization of XIII is a bunch of bad guys from Kingdom Hearts 2 contianing Axel and more
also one of the best games on the planet. :-) to get what that means look at sideways.
