The very simple answer: Use JavaScript.

The slightly more complex answer:

You'll need to hide the element that you want to be inaccessible to the user, and then use JavaScript to make the element visible when the user performs the proper action.

I'm going to assume that what you're driving at is a web site that asks you to vote for them on a web ring or some other similar thing before the visitor is allowed to complete a download, or go to a particular page?

I'm not going to go in to the specific code that you'd have to write to accomplish this...if you're unfamiliar with JavaScript, it's easy enough to learn, and there are tutorials all over the web...From the perspective of site design though, you would do this:

Create your page, and be sure to include the link to the file/page/area that you want to restrict access to. Wrap the link in a div, and set the div to be hidden.

Once you've done this, you'll need to write your JavaScript. First, the script will pop up the window that will display the instructions and links that the user will need to complete the things they need to do to continue.

Then, the script will have to be written to make sure that the user did in fact do all they were supposed to, (all you can really verify is that they clicked certain links on your site, so your conditions should be something similar to that.). Once the script confirms it, have it set the div that is holding your link to "visible".

I know this might sound like a convoluted answer, but without actually going in to the JavaScript code, it's the best I can come up with ;-)
