Yes, it'll help, but it's dependent on a few things (as most things are). First of all, you must make sure the area's clean by washing with water and mild soap. Washing just the outside of the foreskin is okay for the moment if you're unable to retract it.

When stretching, make sure you're not causing extreme discomfort or pain. If so you may be stretching too much and can actually make the opening smaller as it can develop scar tissue. It should be large enough after no more than like a month.

If it isn't, then there are prescription creams that'll help. If that doesn't work, there are still many other options before a circumcision should even be considered. If that's not what you want, then you don't need a circumcision unless your foreskin is so tight that it causes pain or recurrent irritation.

Your problem will most likely grow away. It is a common problem, I had it in my early teens. If you're really concerned, see a doctor.

Also, on a circumcision episode of Penn & Teller's 'Bullsh*t!', a man demonstrated (yes... demonstrated) how a circumcised man can stretch his penis skin to eventually form a new foreskin. So stretching the skin seems very plausible, it just takes some time.

Edit:

Again, a doctor can give you better advice. But stretching seems to be a simple fix you can try for a month.

Good luck!
