If your security settings are not set appropriately, then yes, pop-ups can put cookies on your PC. Virtually all of them will if you let them.

pop-ups are the result of tracking cookies that are in your temporary internet files.they track you and know when you are online so they can pop-up an advertisement.empty your temp file at least twice a week.(some do it daily.)also a good pop-up blocker will take care of most pop-ups.

when ever you search the internet cookie files come on to the pc . and popup's put spyware on the pc

If you are getting pop ups, uts a sign that your PC is infected with adware.
