Suppose I smoke pot in a place where it is legal, for example, Madrid, Spain. Assuming I want to get a government security clearance, or have to take a urinalysis, are my actions protected since I was within my legal rights in another country? Or am I penalized since they are illegal here in the US?

No. They're concerned about you doing drugs, not doing something illegal. The fact that you went somewhere else to do it doesn't change anything.

Pot in your system is pot in your system. Blood or urine doesn't identify where you got high, and the US doesn't care!
