Where this window comes from everytime I turn my PC on and where is the HPProductAssistant file located in my PC? HPProductAssistant.msi is missing

The .msi extension tells you it is a microsoft installer program. HP loves to install their personal "helper" programs for a lot of the stuff they sell. Most of it is just a built-in inconvenience. I suspect you bought something from HP, and the install didn't complete successfully. HP threw a startup routine onto your computer, which is looking for an .msi program that is missing or not in the "expected" location. This could be as simple as you putting the HP CD back into the drive and letting it install. You can also reinstall your HP product from the beginning, or delete the startup routine from your computer.
