If you open it slowly you can minimise the drag forces and so the force required to open it

no.absolutely not because the pressure underwater is higher than the pressure inside the umbrella.so we need a great force to open it..

Never tried but even if you managed to it wouldn't stop you getting wet if you were under water so why bother trying to open it in the first place?

yes, rather than pushing it open, unlatch it and pull down. It should rather quickly open.
