PC comes with an awesome tool called sound recorder, but if you really want something good I would check out download.com
They have tons you can check out for free, and then decide which one is best, or you like the most.
The way I got my recording program was buy buying a Creative Sound Blaster sound card at walmart. It's cheap... $25 or so and works great. You don't even have to keep the card but the programs and software that come with it are really good plus you can use it with any sound card. It lets you do all kinds of cool stuff like mixing, but PC should come with that free sound recorder, only problem is you can only record in .wav and make 60 second recordings at a time.
