A friend is using Juno on XP (via dialup) and cannot access her work webmail from home. It seems that Juno is not allowing her to browse to any "https" site. I have cheked her internet security settings and she has everything set to medium. She has even added the site as a "trusted" site. Any ideas?

Yes - the site is accessible from other non-corporate computers.

HTTPS is one of the universal things that every ISP allows...and should.
Your friend's work webmail may be accessible only via a corporate extranet site...which may require a VPN (IPSec or SSL) connection in order to connect.
Try a bunch of sites that are commonly SSL-enabled (like banking sites...www.53.com has all of the first page in HTTPS) to test if it is limited to the webmail or not, and check to see if you can reach that webmail site from another, non-corporate, computer.
