I was washing semen off of my stomach with hot soap and water and it ran past my vagina, but it was mixed with soap and water. Could I get pregnant?

I didn't know 'hot soap' existed! ;P
There are two ways to get pregnant: semen in your vagina, and semen on or around the vaginal opening. Though that's not the question... The question is wether or not the semen was killed or highly effected by the soap, which is very possible. There's a very good chance you arn't pregnant, though there is a chance. As long as it wasn't there long.

If it "ran past" you are ok. I am guessing you were probably standing up and washing. Don't worry. You should know that it only takes 1 of those little suckers to get you pregnant, so he should wash as well - especially if there may be a 2nd round (as there could be).

Yes! Sperm is powerful stuff and will sneak in through the pores of your skin. If it's anywhere near your stomach, the little buggers will infiltrate your uterus and you'll be pregnant, just like that!
