my friend wants to help her husband start a business, how does she go about patent a business? what papers will she need to fill out? and does she need to ask for funding? from groups?

You don't patent a business...you patent an invention. If they have an invention, it's probably worth the money to hire an attorney to process the patent searches ('cause you have to be sure that someone else hasn't already patented it), and file the paperwork with the patent office.

I can't answer the question about whether or not she should ask for funding...that will be entirely dependent on what's in her bank account.

In general, filing for a business license with the state, and with the local municipality is all she'll need. Pay close attention to what the state says about filing sales tax.

You can't patent a business. You can patent a product or an idea. To start a business you just need....customers. You offer a product or service people will pay for...and you are off. Good luck.
