Statutes are laws that must followed by the people and there are corresponding penalties for violations.
Administrative code is just an enumeration of the procedures being followed in a government office but no penalties are meted for violators but only warnings.

There are many types of law. A statute is a law made by a legislature. Our State and Federal laws, both Penal Codes and Civil Codes are legislatively made. Administrative Code is made by a governing body of a particular sect, ie. FAA (Federal Aviation Administration) or FDA (Federal Food and Drug Administration). An agency can make their own rules to follow (administrative code) as long as it does not interfere with established state and federal statutes.
